The Taiwan government's key long-term goals for human resources development among civil servants are to improve administrative efficiency, raise administrative effectiveness, and increase the number and scope of the nation's competitive advantages by developing a world-class workforce of civil servants and laying a firm foundation for the continued development of democratic politics in Taiwan.In order to give the NCSI legal standing and strengthen its efforts toward human resources development, in the 1990's the Taiwan government made progressive modifications to its statutes regarding personnel qualifying exams and assignment, tightly integrating the selection, training, and assignment of civil servants. Neither selection nor assignment on its own, without the added step of training, complies with these revised legal procedures or counts as legal qualification.
